What is the best time to travel to Pohang ?

Pohang is located in the province of Gyeongsangbuk-do, on the east coast of South Korea. Pohang is a bit less than 400 km South-East from Seoul, on the East coast of Korea and it took us a bit over 2 hours on the bullet train to get from Seoul to Pohang. Pohang and its steel factory Pohang is a bit dingy, rough around the edges kind of place.
