Ismail Omar Guelleh was the President of Djibouti in 2002. He became the 2nd President of Djibouti in 1999 May 8. Guelleh was re-elected on 2005 April 8 in a single candidate election for another 6-year term, which he said would be his last. He was expected to leave office on 2011 May 7. However in 2010, he convinced politicians to amend the constitution to allow for a third term. He was again re-elected on 2011 April 8, again claiming that this term ending in 2017 will be his last.

Yahya Abdul-Azziz Jemus Junkung Diliu Jammeh was the President of Gambia in 1997. He became leader of the country in a military coup on 1994 July 22, and after elections 2 years later was made president on 1996 October 16 as leader of the Alliance for Patriotic Reorientation and Construction party. Initially, many previous politicians were banned from political office, but these restrictions have since been relaxed. Yahya Jammeh has continued to retain office, getting re-elected in 2001, 2006, and 2011.
