There are some legitimate companies, but any that promise a Visa on Arrival in less than a day are a scam. I applied for an e-visa though https://evisa.xuatnhapcanh.gov.vn/trang-chu-ttdt which is fully legitimate. It is the department of immigration site for visas on arrival.
