They are closer to the gulf so there is less cost for transportation of the fuelIs not cheap, if you see in PR they sell it by the liter and mainland by gallon, but let say Florida gas price is 3.50 Gal and in San Juan PR is 1.25 L, if you come to see you paying almost 4 bucks a gallon!! understand?
