      December 31, 2006 - Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda. December 31, 2007 - Requirement extended to all land border crossings as well as air and sea travel.

      WHTI will not affect travel between the United States and its territories.       They are closer to the gulf so there is less cost for transportation of the fuelIs not cheap, if you see in PR they sell it by the liter and mainland by gallon, but let say Florida gas price is 3.50 Gal and in San Juan PR is 1.25 L, if you come to see you paying almost 4 bucks a gallon!! understand?
